Italian-Thai company workers evacuated from Burma

July 29 |
ITD camp and Bumese soldiers

Yesterday Italian-Thai company workers were evacuated back to Thailand to escape fighting between Karen fighters and Burma army soldiers near their camp base.

A Karen National Liberation Army source told Karen News, that on the morning of the 28 July KNLA fighter from Brigade 4 torched a temporary Burma Army camp on the Kanchanaburi-Tavoy highway. The Italian-Thai Company camp, known as Base 1, is close to the Burma army camp based at Ah Leh Sa Toe on the Thai-Burma border.

Fierce fighting between a Burma army patrol and Karen soldiers unnerved the Italian-Thai workers. At least 50 of the company’s workers were evacuated to the Thai side of the border in Kanchanaburi.

No company workers were killed or injured in the firefight, but according to villagers who also fled the fighting artillery shells hit their camp.

A villager said after reaching safety in Thailand that about six Burma Army soldiers were killed.

The Italian-Thai Development Company is constructing the Kanchanaburi-Tavoy Highway project was stopped by the KNLA in early July. The enforced stop was in retaliation after villagers complained to the Karen National Union that the project was having negative impacts on civilian populations and the environment.

The Kanchanaburi-Tavoy highway is part of the mega Tavoy (Dawei) Development Project that was awarded by the Burmese military government to the Italian-Thai Company. The US$60 billion project includes a deep-sea port, a giant industrial zone, roads, railways, transmission lines and oil and gas pipelines.

KNU warns off rogue companies

The Karen National Union has issued a warning to rogue companies operating in Karen areas that if they exploit local people, destroy the environment they will be forced to leave and take their business elsewhere.

The KNU’s general secretary, Naw Zipporah Sein, said.

“Any company that does not get KNU official permission and confiscates land belonging to villagers will be regarded as military dictatorship-backed companies.”

The KNU said it has taken this stance to ban any company that destroys local people’s livelihood and the environment. Naw Zipporah said.

“Companies should approach and seek permission from the KNU and they must follow the KNU regulation and policies in regard to human rights and the environment.”

The KNU has a policy on foreign and domestic companies that does not allow any business that gained contracts from the Burmese military government to operate in Karen territory without first meeting certain standards in regard to the environment and local people.

The KNU says it is taking a tougher stand against companies that exploit and destroy the local people livelihood, especially large scale commercial plantation companies that are involved in land confiscation with the aid of their associates, the Burma Army.

Naw Zipporah warned.
“Any Company that does not respect, and does not want to deal with the KNU, will not be allowed to access KNU territory. The KNU will not take responsible for their security.”

According to an unnamed KNU source in the Mergui-Tavoy District also known as Tenasserim Division, an increasing number of commercial companies approached the KNU for permission to plant rubber and oil palm plantations, but they were rejected and some companies expelled.

Tenasserim Division is where the military government leases land to companies it approves of for oil palm and rubber plantation.

By the end of 2008 as many as 200 companies were allowed to lease 1.55 million acres for commercial farming. By 2010 the total concession area had expanded to nearly 1.75 million acres allocated to 216 private Burmese businesses.

According to the Burma Environmental Working Group (BEWG), nearly half the total acreage allocated was in Tenasserim Division, in support of oil palm plantation development, the next highest amount of acreage allotted by state/division was Kachin State with 11 companies receiving nearly 400,000 acres for cultivation.

The military government says it planned to turn Tenasserim Division into ‘the oil bowl of Burma’, as the area is suitable for cultivating oil palm due to its soil and climate.

KNU’s source in tha Mergui-Tavoy District said more than 20 Burmese and Malaysian companies were granted contracts to farm oil palm and rubber for up to 30 years.

“In didn’t matter that the land was already lived on by Karen and Burmese villagers in Tenasserim Division.”

The list of companies includes the Htoo Company, owned by Burmese tycoon Tay Za – who has close links to the Burmese military. Other companies favoured by the government are Yuzana and Asia World.

BEWG estimate 37 companies were given contract-farming leases from the military government. In Tenasserim Division the total acreage is 671,053 acres.

Saw Eh Kaw, a local community leader in southern Tenasserim Division told Karen News.

“Some companies confiscated land belonging to villagers without paying compensation. Other companies used the Burma Army to threaten villagers to sell their land for half its value price.”

Saw Eh Kaw said, the Burma Army and the companies told villagers that as they did not have land ownership certificates they did not own the land.

“These villagers have been making their living for generations and they inherited this land from their forefathers.”

Eh Kaw said many villagers had their land confiscated and has become so serious that many villagers have taken refuge in KNU controlled areas and in refugee camps in Thailand.

Eh Kaw claims that companies were given the land in areas in deserted Karen villages from where they were evicted by the Burma army. Some villagers were forced to relocate to land under the control of the Burma Army. Villagers had to start from scratch and had to clear the land before they could plant their crops.

The KNU source from Mergui-Tavoy said in areas the deserted villages were simply taken over by the company.

The KNU’s Naw Zipporah Sein said.
“Land confiscation by companies is widespread in KNU areas, as well in non KNU control areas. Villagers are been forced to leave so these companies can profit.”

“Company which come in, and confiscate villagers land they must give compensation.”, said Zipporah.

Villagers claim dam will ruin lives

Thai engineers survey Tenasserim river dam site

Karen News reporters investigate persistent rumours that a dam site is being prepared for construction in Southern Burma. The site, on the Tenasserim River, is causing concern among villagers in the area who claim that a Thai company has been surveying the area and plans to build a hydro-power dam on the river that means villagers will be evicted and their farms destroyed.

The Tenasserim River is a major river of southeastern Burma. It flows through the Tennasserim region that borders Thailand on the east and the Andaman Sea on the west. The area is remote and is difficult for environmentalists or international journalists to get access to verify stories. Conflict between the Karen National Union (KNU) and the Burmese military government in the Tenasserim River valley also adds to the difficulties.

Karen News reporters went to the dam site to investigate and talk to local people about their concerns.
Farmer Saw Mo Hsa explained that for generations of Karen villagers’ agriculture had been their main source of living.

“Villagers have always earned their living by farming rice and cultivating plantations. The river is vital to our way of life.”
Naw Lay Shwe agreed.

“The Tenasserim River is our lifeline, it is our transportation and supplies our needs. We depend on the forest, river water and land.”

Villager Naw Sa Sa Aye said.

“We can fish and it is a convenient way to travel. Even when the water is low, we can find resources there to make our income.”

The Italian-Thai Development Company and Windfall Energy Services of Singapore signed a memorandum of understanding with the Burmese military government on October 9, 2008 to build the 600-megawatt Tenasserim hydroelectric project on the Tenasserim River.

Saw Aye Toe, a community leader said The Italian-Thai Company first came in October 2009 to survey a site for the dam.

From the end of 2008 until May 2011 Italian-Thai surveyors and Burmese soldiers carried out a series of surveys on the Tenasserim River. The area is under the administration of the Karen National Union’s Mergui-Tavoy District office.

Saw Lay Kwe said he told the company engineers the community did not want development that would ruin their way of life.

“I told the head engineer, I told him we don’t accept your coming to do this. We don’t need this, but he said you must accept this. He repeated many times you cannot oppose this. I was afraid to argue on my own.”

Saw Lay Kwe said the engineers took their equipment and went to Pa Yo Kwee where they measured the water level before returning to Ler Pa Doh village.

Villagers say two potential dam sites are marked on the river – an upper dam site near the villages of Ler Pa Doh and a lower dam site near Mo Ro.

The villagers’ claim the Italian-Thai company did not consulted with them about the dam proposal. They allege the company did not initially talk to the KNU, but only approached them when earlier surveys were stopped by the KNU – the KNU’s Mergui-Tavoy District has given permission for the survey.

The Italian-Thai Company was awarded the contract for the mega Tavoy Development Project that according to the MoU is intended to develop the region as a trading hub for in Tavoy. The MoU states that development of a new port, industrial estate, road and railway links with Thailand, petrochemical complex, an oil refinery, steel mill, oil pipelines and a hydo-power project.

The has been no official announcement that the energy produced by the proposed Tenasserim River hydro-power will be exported. Some analysts claim the Tenasserim hydro-electric dam could possibly be a supply for the proposed Tavoy industry zone.

Meanwhile, Saw Aye Toe says local villagers are worried they will be forcibly relocated.
“If the dam is built in our area, it will destroy 12 villages, plus another six downstream of the dam site.”

Naw Lay Swe said.

“The dam will not benefit our villages, it will bring us into slavery. We will lose our farms and have to work as day laborers to survive. It will only benefit the Burmese government and rich investors.”

Naw Sa Sa Aye worries even if there is available electricity villagers will have to pay.

“The dam won’t benefit our village. They say they will give us 24-hour electricity. It won’t be free. In Thailand they charge for electricity. They will do the same to us. We are poor, we can’t pay.”
Saw Mo Hsa said he is worried about being relocated.

“If the dam is built it will create many problems. Our worry is how we will survive in the future. We worry about where we will be moved to? The Tenasserim River was inherited from our forefathers.”

Saw Mo Has says he has a message for the companies involved in the proposed dam.

“Tell the head of the company to think about our villagers and to stop the dam.”

There are at least 51 planned hydroelectric dams in Burma.

According to a media statement by the Burma Rivers Network in June, mega dams are fuelling conflict in Burma. The Burma Rivers Network also say mega dams in Burma have severe negative social, environmental, and economic impacts, while the majority of electricity generated is exported to neighboring countries or is used by the military. Most of the dams are located in ethnic states and allow the expansion of Burmese army to control these areas.

Tak Governor cranks up the pressure on Burmese refugees

August 1, 2011

Mr Samart Loifah, the governor of Tak Province, sent shockwaves through the Burmese refugee camps when he told reporters earlier this week that Thai authorities had been discussing with Burmese officials the possibility of closing the border camps.

Mr. Loifah also speculated that Thai authorities would target Burmese pro-democracy opposition groups living on the Thai side of the border.

Mr Loifah’s statements were made after meetings were held between the two countries in an attempt to reopen the Mae Sot border crossing.

Burmese officials closed the Mae Sot Friendship Bridge in July 2010 in what many international and regional security analysts claim was an attempt to put the squeeze on local Mae Sot businesses to pressure the Thai government to crack down on pro-democracy groups based on the border.

The pressure is working. Local Mae Sot businesses are hurting from the border closure. A shopkeeper told Karen News that his daily takings are down by 10’s of thousands of dollars.

“I used to employ eight staff, now it’s only me. I used to take more than a 100,000 a day now I’m lucky to make 1,000. We’re hurting, the quicker the bridge reopens, the better for all.”

Prasert Juengkijrungroj, the secretary general of the Tak Chamber of Commerce, based in Mae Sot, told The Bangkok Post in November 2010, that the bridge closure was costing traders a 100 million baht a day.

“In 2009 exports through Mae Sot to Burma were worth 25 billion baht. This is a considerable increase from the five billion baht we earned in 2005. In 2010, before the [border] closure we estimated our exports would earn us more than 30 billion baht.”

Initially business people on both sides of the border were informed the border closure was a reprisal for the building of an easy-to-remove concrete embankment on the Thai side. Later it was understood the Bridge would reopen after the Burmese election in November 2010. Today they are still waiting as Burmese authorities keep upping the ante.

Meanwhile, the 144,000 Burmese refugees living in Thailand are feeling the heat.
Experienced aid workers who have worked with refuges for decades and who briefed Karen News on condition of anonymity said.

“Sending refugees back now is not the answer. Burma is heavily polluted with landmines. There’s little work. The lands once cultivated by refugees have been confiscated. Since the election the armed conflict in ethnic areas has intensified and overall the political situation in Burma is a mess.”

A camp health worker said refugees feel caught, resettlement programs are slowing, funding for camp programs is being slashed and their once-generous Thai hosts are sabre rattling.

“Refugees are being traumatised. These political statements are unfair. Refugees have already have been dealt a harsh blow. It’s a grim future for refugees.”

Refugees say that in recent months Thai authorities have been re registering refugees in Tak province in what many refugees say is an attempt to appease the Burmese authorities and get the border reopened for trade. -kic news
