ထုိေဆြးေႏြးခ်က္မ်ားအေပၚ အစုိးရဘက္မွ ဝန္ႀကီးဦးေအာင္မင္းက ႏုိင္ငံေတာ္ အစုိးရအေနျဖင့္ အုိင္ဒီပီကိစၥမ်ားကုိ အရင္ဆုံး ဦးစားေပးလုပ္ေဆာင္ဖုိ႔ သေဘာထားရွိေၾကာင္း။ အဘယ္ေၾကာင့္ဆိုေသာ္ အုိင္ဒီပီသည္ ဒုကၡသည္ႏွင့္မတူပဲ ေနစရာ၊ စားစရာ အခက္အခဲရွိသည့္အတြက္ေၾကာင့္ ပုိၿပီး အေရးႀကီးေၾကာင္း တင္ျပသည္။

ထုိ႔အျပင္ အုိင္ဒီပီႏွင့္ ဆက္စပ္ၿပီး ဒုကၡသည္မ်ား၊ ေရႊ႕ေျပာင္းအလုပ္သမားမ်ားအတြက္ကုိလည္း ႏွစ္ဦးႏွစ္ဖက္ ကုိယ္စားလွယ္မ်ား အျပန္လွန္ေဆြးေႏြးခဲ့သည္။

ထုိအခ်က္အလက္မ်ားကုိ ႏွစ္ဦးႏွစ္ဖက္ ပူးေပါင္းၿပီး လက္တြဲ အေကာင္အထည္ေဖာ္ လုပ္ေဆာင္ၾကမည္ဟု ႏွစ္ဦးႏွစ္ဖက္ကုိယ္စားလွယ္မ်ားက သေဘာထားရွိၾကသည္။

ထုိေဆြးေႏြးပြဲတြင္ ႏွစ္ဖက္ ကိုယ္စားလွယ္မ်ားက အပစ္အခတ္ရပ္ဆုိင္းေရးအတြက္ ႏွစ္ဦးႏွစ္ဖက္ လိုက္နာေဆာင္ရြက္ရမည့္ က်င့္၀တ္ (Code of Conduct)မ်ား စနစ္တက်ခ်မွတ္ေရး၊ အပစ္အခတ္ ရပ္ ဆုိင္းေရး ေစာင့္ၾကည့္သည့္အဖြဲ႔ထားရွိေရးႏွင့္ ဆက္ဆံေရးရုံးမ်ားကို လိုအပ္သည့္ေဒသမ်ားတြင္ ဖြင့္ လွစ္ေရး အပါအ၀င္အပစ္အခတ္ရပ္ဆုိင္းေရးဆုိင္ရာ အေသးစိပ္အခ်က္အလက္မ်ားကို ေဆြးေႏြးခဲ့
ၾကသည္ဟု ယေန႔ ေကအဲန္ယူက သတင္းထုတ္ျပန္သည္။
ယေန႔ျပဳလုပ္သည့္ ေဆြးေႏြးပြဲတြင္ ႏွစ္ဦးႏွစ္ဘက္ အျပန္အလွန္ ရင္းႏွီးပြင့္လင္းစြာ ေဆြးေႏြးႏုိင္ တဲ့အ တြက္ အားရေက်နပ္မႈရွိသည္ဟု ေကအဲန္ယူကုိယ္စားလွယ္အဖြဲ႔မွ ေျပာေရးဆုိခြင့္ရွိသူ ေနာ္ေမ ဦးက ေက အုိင္စီသုိ႔ ေျပာသည္။
သူမက “က်မတုိ႔ အားလုံးလုိခ်င္တဲ့ ၿငိမ္းခ်မ္းေရးကုိ ရဖုိ႔အတြက္ က်မတုိ႔ ေဆြးေႏြးတဲ့အခါမွာ အျပန္အ လွန္ ပြင့္ပြင့္လင္းလင္း ရင္းရင္းနီးနီး ေဆြးေႏြးၾကတာကုိ က်မအားရေက်နပ္တယ္။ တစ္ဦးႏွင့္တစ္ဦး အ ျပန္အလွန္ နားလည္မႈ၊ ေလးစားမႈကို အေျခခံၿပီး ေဆြးေႏြးၾကတာကုိ ေက်နပ္တယ္။”ဟု ေျပာသည္။

ေကအဲန္ယူ ကိုယ္စားလွယ္အဖဲြ႔သည္ ဧျပီလ ၅ရက္ေန႔တြင္ ကရင္လူမႈအဖြဲ႔အစည္းမ်ား၊ ဘာသာေရး၊ လူမႈေရး၊ ႏုိင္ငံေရးေခါင္းေဆာင္မ်ားႏွင့္ ေတြ႔ဆံုမည္ျဖစ္ျပီး ဧျပီလ (၆)ရက္ေန႔တြင္ အစုိးရႏွင့္ ျပည္ ေထာင္စုအဆင့္ ေဆြးေႏြးပြဲကုိ ရန္ကုန္တြင္ က်င္းပသြားမည္ဟု သိရသည္။

နယူးေဒလီ (မဇၥ်ိမ) ။ ။ ဒုတိယအႀကိမ္ ၿငိမ္းခ်မ္းေရး ေဆြးေႏြးရန္အတြက္ ရန္ကုန္ၿမိဳ႕သို႔ ေရာက္ရွိလာေသာ ကရင္အမ်ဳိးသား အစည္းအ႐ုံး KNU ႏွင့္ အစိုးရ အာဏာပိုင္မ်ား မိတ္ဆက္ဧည့္ခံပြဲတခုကို ၾကာသပေတးေန႔ ညေန ေျခာက္နာရီခြဲက ဆီဒိုးနားဟိုတယ္တြင္ ျပဳလုပ္ခဲ့ၾကသည္။

ေသာၾကာေန႔ မနက္တြင္ ၿငိမ္းခ်မ္းေရး ေဆြးေႏြးၾကမည့္ ႏွစ္ဖက္ကိုယ္စားလွယ္မ်ားအျပင္ အေနာက္ႏိုင္ငံ သံအရာရွိမ်ားႏွင့္ ႏိုင္ငံေရးပါတီမ်ားမွ ကိုယ္စားလွယ္မ်ားလည္း တက္ေရာက္ခဲ့ၾကေၾကာင္း KNU ကိုယ္စားလွယ္ အဖြဲ႔မွ ေျပာခြင့္ရ ေနာ္ေမဦးမုေၾတာ္ က မဇၥ်ိမကို ေျပာသည္။

“ေထြေထြထူးထူးေတာ့ မရွိပါဘူး။ မိတ္ဆက္ ေတြ႔ဆံုပြဲေလးပဲ ျဖစ္ပါတယ္။ အစိုးရဝန္ႀကီးတခ်ဳိဳ႕ရယ္၊ စကၤာပူ၊ အေမရိကန္နဲ႔ အီးယူႏိုင္ငံတခ်ဳိ႕က သံတမန္ ဧည့္သည္ေတြရယ္၊ ရန္ကုန္တဝိုက္က ကရင္အမ်ဳိးသား ေခါင္းေဆာင္
ေတြရယ္ တက္ေရာက္ၾကပါတယ္” ဟု ေျပာသည္။

အစိုးရႏွင့္ အပစ္အခတ္ရပ္စဲေရး ဒုတိယအႀကိမ္ ေဆြးေႏြးရန္အတြက္ ေရာက္ရွိေနေသာ KNU ကိုယ္စားလွယ္အဖြဲ႔ႏွင့္ မိတ္ဆက္ဧည့္ခံပြဲတြင္ ရန္တိုင္းအစိုးရ ဝန္ႀကီးခ်ဳပ္ ဦးျမင့္ေဆြ (ဝဲ)၊ KNU အေထြေထြ အတြင္းေရးမႉး ေနာ္စီဖိုးရာစိန္ (အလယ္)ႏွင့္ ေနာ္ေမဦးမုေၾတာ္ (ယာ)တို႔အား ဧၿပီလ ၅ ရက္ေန႔ ညေနက ရန္ကုန္ၿမိဳ႕ ဆီဒိုးနားဟိုတယ္တြင္ ေတြ႔ရစဥ္။ (ဓါတ္ပံု - မဇၥ်ိမ)

အစိုးရဘက္မွ ျပည္ေထာင္စုဝန္ႀကီးမ်ားျဖစ္ၾကသည့္ ဦးေအာင္မင္း၊ ဦးခင္ရီ၊ ရန္ကုန္တုိင္း ဝန္ႀကီးခ်ဳပ္ ဦးျမင့္ေဆြ၊ ၿမိဳ႕ေတာ္ဝန္ႏွင့္ တိုင္းအစိုးရအဖြဲ႔ဝင္မ်ား တက္ေရာက္ၿပီး KNU ကိုယ္စားလွယ္အဖြဲ႔အား အေထြေထြ အတြင္းေရးမႉး
ေနာ္စီဖိုးရာစိန္၊ စစ္ဦးစီးခ်ဳပ္ မူတူးေဆးဖိုးတို႔ ဦးေဆာင္ပါဝင္ၾကသည္။ ထို႔ျပင္ ရွမ္းတိုင္းရင္းသားေခါင္းေဆာင္ ဦးခြန္ထြန္းဦး၊ ကရင္တိုင္းရင္းသား ေခါင္းေဆာင္မ်ား၊ ႏိုင္ငံတကာ အဲန္ဂ်ီအိုမ်ားႏွင့္ ဖိတ္ၾကားထားသူ စုစုေပါင္း ၂၅ဝ ခန္႔ တက္ေရာက္ေၾကာင္း ၿငိမ္းခ်မ္းေရး အက်ဳိးေဆာင္တဦးက ေျပာသည္။

ေသာၾကာေန႔ ေဆြးေႏြးပြဲတြင္ အစိုးရဘက္မွ ဝန္ၾကီး ဦးေအာင္မင္းႏွင့္ ဦးခင္ရီတို႔အျပင္ အျခားဝန္ႀကီးမ်ားလည္း တက္ေရာက္ဖြယ္ရွိၿပီး ညေနပိုင္းတြင္ သတင္းစာ ရွင္းလင္းပြဲတခု ျပဳလုပ္မည္ ျဖစ္ေၾကာင္း သိရသည္။

KNU ကိုယ္စားလွယ္အဖြဲ႔အေနျဖင့္ တနဂၤေႏြေန႔ နံနက္ ၁၀ နာရီတြင္ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ ေတြ႔ဆံုၿပီး သေဘာထားဖလွယ္ရန္ စီစဥ္ထားေၾကာင္းလည္း ေနာ္ေမဦးမုေၾတာ္ က ေျပာသည္။

“အခု က်မတို႔ KNU က လုပ္ေနတဲ့ ကိစၥေတြပါပဲ။ စစ္မွန္တဲ့ ၿငိမ္းခ်မ္းေရး ေဖာ္ေဆာင္ဖို႔ အတြက္က NLD ကလည္း ရပ္တည္မႈတခု ျဖစ္တယ္။ က်မတို႔ KNU က ၿငိမ္းခ်မ္းေရးနဲ႔ ပတ္သက္ၿပီး စကားေျပာေနတယ္ဆိုေတာ့ သေဘာထား
ေတြ ဖလွယ္ဖို႔၊ ပိုသိေအာင္လို႔ မိတ္ဆက္ပဲ ျဖစ္ပါတယ္” ဟုေျပာသည္။

ယခင္က NLD ႏွင့္ စာေရးဆက္သြယ္မႈမ်ား ရွိခဲ့ေသာ္လည္း ယခု ပထမဆံုးအႀကိမ္ ေတြ႔ဆံုၾကျခင္း ျဖစ္ေၾကာင္းလည္း ဆိုသည္။

ၿငိမ္းခ်မ္းေရး တည္ေဆာက္မႈ ျဖစ္စဥ္ထဲတြင္ NLD အေပၚ ေမွ်ာ္လင့္ထားမႈႏွင့္ ပတ္သက္၍ “ဘယ္ေလာက္ထိ ပါဝင္
ေပးႏိုင္မလဲ ဆိုတာကေတာ့ NLD ကို က်မတို႔ ေမးရမွာပဲ။ ဒါေပမယ့္ NLD ကို ပါဝင္သင့္တယ္လို႔ က်မတို႔ ျမင္တယ္။ ဒီၿငိမ္းခ်မ္းေရး လုပ္ငန္းစဥ္ဟာ လူတဦးတေယာက္ အဖြဲ႔အစည္းတခုရဲ႕ တာဝန္လည္း မဟုတ္ဘူး။ သူတို႔ပါ ပါမွျဖစ္မယ္။ လက္လွမ္းမီသေလာက္ လိုက္ၿပီးေဆြးေႏြးတာပါပဲ” ဟု ေနာ္ေမဦးမုေၾတာ္ က မဇၥ်ိမကို ေျပာသည္။

KNU Delegation for Second Round Ceasefire Talks

Today, April 4, 2012, the KNU delegation led by Naw Zipporah Sein, the General Secretary, leaves the Thai border town of Mae Sot to continue the second round of ceasefire talks with the Burmese Government. The talks with the Government will take place initially in Pa-An, and subsequently in Yangon and Pago from April 4 to 11, 2012. The talks will focus on the following: (1) Details of the cease fire arrangement between the KNU and the Burmese Government (2) Progressive realization of a nationwide ceasefire (3) Guaranteed safety for civilian populations (4) Trust building at all levels (5) Protection of Human Rights The delegation will also be meeting with the Karen civil society, political parties, community organizations, and leaders and members of the National League for Democracy during this trip. The purpose of these meetings is to engage all levels of society in the process of achieving peace in a nation that has been in armed conflict for several decades. The KNU believes that lasting peace should be achieved through the combined effort of all people who are directly and indirectly affected by the coming political change. Additionally, the KNU delegation and the Representatives of the Burmese Government plan to visit some sites such as Tavoy in Taninthayi Division and Kyaukkyi and Mu Theh in Pago Division. The purpose of this joint visit is to observe the opening of a humanitarian assistance office and to meet with regional and local citizens who have been affected by conflict for years. Myanmar's Karen rebels restart cease-fire talks

BANGKOK — Cease-fire talks reopened Wednesday between the government and leaders of the country's most enduring ethnic rebel movement, highlighting another major task for Myanmar as it opens up and enacts political reforms.
The military-backed but elected government of President Thein Sein is seeking cease-fires with ethnic rebel groups as part of the political reforms started last year after decades of repression under military rule.
A statement from the Karen National Union said its general secretary Zipporah Sein led the group's delegation Wednesday from their headquarters on the Thai border for a second round of talks to run until April 11. Initial talks were held in January.
It said the latest talks would be held in Pa-An near the Thai border, and subsequently in Yangon and Bago in central Myanmar.
The KNU talks are the first to be held since the National League for Democracy party of Aung San Suu Kyi won 43 seats in by-elections on Sunday, giving it a voice in parliament for the first time, though as a vastly outnumbered opposition.
Her movement is loosely allied with most of the ethnic minority groups, who, like her party, also faced repression under the previous military regime.
Preliminary cease-fire pacts have been reached in recent months between the government and groups representing the Mon, Shan, Chin, Wa and Kokang minorities.
Most of the groups, however, insist that a political settlement giving them more autonomy is necessary to ensure lasting peace. One group, the Kachin in northern Myanmar, in actively engaged in sporadic though bitter fighting with the government.
"The purpose of these meetings is to engage all levels of society in the process of achieving peace in a nation that has been in armed conflict for several decades," said the KNU statement. "The KNU believes that lasting peace should be achieved through the combined effort of all people who are directly and indirectly affected by the coming political change."
The KNU has been fighting for greater autonomy from Myanmar's central government since the country obtained independence from Britain in 1948. A Myanmar government offensive in the mid-1990s wiped out most of the KNU's strongholds and crippled its fighting ability.
The KNU statement said the talks would focus on details of a cease-fire between the KNU and the government, the gradual extension of a cease-fire to cover the entire country, civilian safety, trust-building and safeguarding human rights.
