မြန္ျပည္သစ္ ခြဲထြက္အဖြဲ႔ေခါင္းေဆာင္ ကြယ္လြန ္

မြန္ျပည္သစ္ပါတီမွ ခြဲထြက္ၿပီး နအဖစစ္အစုိးရထံ လက္နက္ခ်ခဲ့သူ မြန္အမ်ဳိးသားလြတ္ေျမာက္ေရးတပ္မေတာ္ စစ္ဦးစီးခ်ဳပ္ေဟာင္း ႏုိင္ေအာင္ႏုိင္သည္ လူႀကီးေရာဂါျဖင့္ ေမာ္လၿမဳိင္ေဆး႐ုံတြင္ ယမန္ေန႔၌ ကြယ္လြန္သြားေၾကာင္း သိရသည္။

၎ႏွင့္ နီးစပ္သူ ေမာ္လၿမဳိင္ၿမဳိ႕ခံတဦးက “ႏုိင္ေအာင္ႏုိင္က ေသြးအန္လုိ႔ ၾသဂုတ္(၁၀) ရက္၊ မေန႔က ေန႔လယ္ (၁၂) နာရီေလာက္မွာ ေမာ္လၿမဳိင္က သူတုိ႔႐ုံးဆီ အရင္ေရာက္လာတယ္။ အေျခအေနမေကာင္းလုိ႔ ညေန (၂) နာရီမွာ ေမာ္လၿမဳိင္ေဆး႐ုံကုိ တင္တာ ညေန (၅) နာရီေလာက္မွာ ေဆး႐ုံမွာပဲ ဆုံးသြားတာ။ သူက ေရာဂါလည္း စုံတယ္။ အသက္ကလည္း ႀကီးၿပီေလ” ဟု ေခတ္ၿပဳိင္သုိ႔ ေျပာသည္။

အသက္ (၇၁) ႏွစ္ ရွိၿပီျဖစ္ေသာ ႏုိင္ေအာင္ႏုိင္သည္ ဆီးခ်ဳိ၊ ေသြးတုိး၊ အသည္းေရာင္၊ အစာအိမ္ေရာဂါ အခံရွိသူျဖစ္ၿပီး ၿပီးခဲ့သည့္ ၂၀၀၇ ခုႏွစ္ကတည္းက ရက္ရွည္ေဆးဝါးကုသမႈ ခံယူေနရသူျဖစ္ေၾကာင္း သိရသည္။

၎၏ ႐ုပ္အေလာင္းကုိ ေမာ္လၿမဳိင္ၿမဳိ႕၊ ၿမဳိင္သာယာရပ္ကြက္၊ (၅) လမ္းရွိ ၎တုိ႔တပ္ဖြဲ႔ ႐ုံးစုိက္ရာေနအိမ္တြင္ ယေန႔ ထားရွိထားၿပီး သၿဂဳႋဟ္ရက္အတြက္ တုိင္ပင္ေနဆဲျဖစ္ေၾကာင္း အဆိုပါၿမဳိ႕ခံျဖစ္သူက ေျပာသည္။

ႏုိင္ေအာင္ႏုိင္သည္ မြန္ျပည္သစ္၏ မြန္အမ်ဳိးသားလြတ္ေျမာက္ေရးတပ္မေတာ္ (အမ္အန္အယ္လ္ေအ) တြင္ စစ္ဦးစီးခ်ဳပ္တာဝန္ ထမ္းေဆာင္ေနစဥ္ ၂၀၀၈ ခုႏွစ္ မတ္လ၌ နအဖစစ္အစုိးရထံ လက္နက္ခ်ခဲ့ၿပီးေနာက္ မြန္ၿငိမ္းခ်မ္းကာကြယ္ေရးတပ္ဖြဲ႔ကုိ ဦးေဆာင္တည္ေထာင္ခဲ့သူျဖစ္သည္။

မြန္ၿငိမ္းခ်မ္းကာကြယ္ေရးတပ္ဖြဲ႔ကုိ နအဖစစ္အစုိးရအလုိက် ျပည္သူ႔စစ္အသြင္ေျပာင္းရန္ အင္အားစုေဆာင္းေနစဥ္ ယခုကဲ့သို႔ ႏုိင္ေအာင္ႏုိင္ ကြယ္လြန္သြားသည့္အတြက္ ၎တုိ႔တပ္ဖြဲ႔မွာ အနာဂတ္မဲ့သြားႏုိင္ေၾကာင္း မြန္ျပည္သစ္ ဗဟုိေကာ္မတီဝင္ တဦးက ေျပာသည္။

၎က “ႏုိင္ေအာင္ႏုိင္ကုိ နအဖ ခြဲထုတ္ခဲ့ခ်ိန္တုန္းက မြန္ျပည္သစ္ကို ခြဲလုိ႔ရမယ္လုိ႔ နအဖက တြက္ထားတယ္။ စစ္ဦးစီးခ်ဳပ္ေနာက္မွာ အင္အားပါလာမယ္လုိ႔ တြက္ထားပုံရတယ္။ ဒါေပမယ့္ အခု သူတုိ႔ဖြဲ႔ေပးထားတဲ့ ႏုိင္ေအာင္ႏုိင္တုိ႔ တပ္ဖြဲ႔မွာ ကုိယ္က်ဳိးလုိလားတဲ့ စီးပြားေရးသမားေတြက မ်ားေနတယ္။ အခု ႏုိင္ေအာင္ႏုိင္ မရွိေတာ့ရင္ အဲဒီတပ္ဖြဲ႔ကုိ နအဖကလည္း အေရးလုပ္မွာ မဟုတ္သလုိ သူတုိ႔ေပးထားတဲ့ ကား၊ ဆုိင္ကယ္တင္သြင္းတာတုိ႔၊ အျခားစီးပြားေရး လုပ္ပုိင္ခြင့္ေတြကုိ အာဏာပုိင္ေတြက အခ်ိန္မေရြး ျပန္႐ုပ္သိမ္းႏုိင္တယ္။ နအဖက သူတုိ႔ခုိင္းသလုိ မရရင္၊ အက်ဳိးမရွိရင္ ဖ်က္သိမ္းမွာပဲေလ” ဟု ေျပာၾကားသည္။

ႏုိင္ေအာင္ႏုိင္ ဦးေဆာင္သည့္ မြန္ကာကြယ္ေရးတပ္ဖြဲ႔ကုိ နအဖစစ္အစုိးရက ကရင္ျပည္နယ္၊ ဘားအံၿမဳိ႕နယ္၊ ကြန္းယကၡေက်းရြာတြင္ အေျခစုိက္ေစၿပီး အျခားမြန္ခြဲထြက္အဖြဲ႔တဖြဲ႔ျဖစ္သည့္ ရာမညတပ္ဖြဲ႔ေခါင္းေဆာင္ ႏုိင္ေရွာင္ႏွင့္ ပူးေပါင္းေစကာ ျပည္သူ႔စစ္ဖြဲ႔ရန္ ၂၀၀၉ ခုႏွစ္ ေႏွာင္းပုိင္းကတည္းက ျပင္ဆင္ခုိင္းေနျခင္းျဖစ္သည္။

ႏုိင္ေအာင္ႏုိင္သည္ စစ္အစုိးရ၏ တပ္မေတာ္သား တပ္ၾကပ္ဘဝမွ ေတာ္လွန္ေရး တပ္မေတာ္သားဘဝအမ်ဳိးမ်ဳိးတြင္ က်င္လည္ခဲ့ၿပီး စစ္ေရး တုိက္ခုိက္စြမ္းရည္ ျပည့္ဝသူတဦးျဖစ္ေၾကာင္း ယခင္က မြန္ျပည္သစ္တြင္ ၎၏ လုပ္ေဖာ္ကုိင္ဖက္ တဦးျဖစ္သူ ႏုိင္ေကာင္းတရြတ္က ေျပာသည္။

“ႏုိင္ေအာင္ႏုိင္က ဗမာစစ္သားဘဝကေန ဗကပ (ဗမာျပည္ကြန္ျမဴနစ္ပါတီ) ကုိ ဘက္ေျပာင္းလာတယ္။ (၁) ႏွစ္အၾကာ ၁၉၆၇ ခုႏွစ္မွာ မြန္ျပည္သစ္ပါတီဝင္တဦး ျဖစ္လာတယ္။ ၁၉၇၀ မွာ တပ္ရင္းမႉးဘဝ၊ ၈၈ မွာ အမ္အန္အယ္လ္ေအမွာ ဗဟုိေကာ္မတီဝင္၊ ၉၃ မွာ အမ္အန္အယ္လ္ေအရဲ႕ တြဲဖက္အတြင္းေရးမႉး၊ ၂၀၀၃ မွာ အတြင္းေရးမႉး၊ အဲဒီေနာက္ စစ္ဦးစီးခ်ဳပ္ဘဝအထိ တာဝန္ယူခဲ့သူျဖစ္တယ္” ဟု ၎က ေခတ္ၿပဳိင္သုိ႔ ေျပာၾကားသည္။

မြန္ျပည္သစ္ပါတီတြင္ တာဝန္ထမ္းေဆာင္ေနစဥ္အတြင္း ႏုိင္ေအာင္ႏုိင္သည္ ၎၏ တင္ပါးႏွင့္ ဝမ္းဗုိက္တုိ႔တြင္ ျပင္းထန္ေသာ ေသနတ္ဒဏ္ရာ (၂) ႀကိမ္ ထိမွန္ခဲ့ဖူးသည္။

ႏုိင္ေအာင္ႏုိင္သည္ ေပါင္ၿမဳိ႕နယ္၊ ဇင္းက်ဳိက္ရြာတြင္ ေမြးဖြားခ့ဲၿပီး ကြယ္လြန္ခ်ိန္တြင္ ဇနီး မိတြန္းႏွင့္ သား (၂) ဦး၊ သမီး (၂) ဦး က်န္ရစ္သည္။

ဆင္ျဖဴေတာ္ ေနျပည္ေတာ္ သို႔ ေရာက္ရွိျခင္း (ရုပ္သံ)

သစ္ေတာ ဦးစီး ဌာနမွ ႏွင့္ ေဒသခံ ရြာသားမ်ား အကူ အညီျဖင့္ ေမာင္းေတာ ျမိဳ႕နယ္ အေနာက္ ေျမာက္ပိုင္း ဖက္ဝပ္ေခ်ာင္း ေက်ရြာ အနီး ေတာနက္ ထဲတြင္ ဖမ္းဆီး ရမိခဲ့ေသာ ဆင္ျဖဴေတာ္ သည္ အေဖာ္ ဆင္မ်ား ျခံရံလ်က္ ေမာ္ေတာ္ ယာဥ္ျဖင့္ ယေန႔ မြန္းလြဲ နာရီ ၄၄ မိနစ္တြင္ ေနျပည္ေတာ္ရွိ ဥပၸါတသႏၲိ ေစတီေတာ္ ပရိဝုဏ္သုိ႕ ေရာက္ရွိ လာပါသည္။ ဆင္ျဖဴေတာ္ ရတနာ သည္ ဥပၸါတသႏၲိ ေစတီေတာ္ အေရွ႕ဘက္ အရပ္ရွိ ဆင္ျဖဴေတာ္ ရတနာ ေဆာင္သုိ႕ အေဖာ္ ဆင္မ်ားႏွင့္ အတူ ေရာက္ရွိရာ တာဝန္ရွိ သူမ်ားက အနႏၲရာယ္က မဂၤလာ (အႏၲရာယ္ကင္း မဂၤလာ) ၊ ေဂဟပေဝသန မဂၤလာ (အိမ္တက္ မဂၤလာ)၊ ဘတၱဘုၪၨန မဂၤလာ(အစာခြံ႕ မဂၤလာ)၊ ရဝိႏၵဳဒႆန မဂၤလာ (ေနလျပ မဂၤလာ) ႏွင့္ နာမကရဏ မဂၤလာ အမည္မွည့္ မဂၤလာ) တုိ႕ကုိ ထုံးတမ္း စဥ္လာႏွင္ ့အညီ ေဆာင္ရြက္ ၾကေၾကာင္း သတင္းရရွိသည္။

ထို ဆင္ျဖဴေတာ္ ကုိ ရခုိင္ျပည္နယ္ ေမာင္ေတာ ၿမိဳ႕နယ္ အတြင္းမွ ဇြန္ ၂၆ ရက္ ညေန ၄ နာရီ ၂၅ မိနစ္ တြင္ ရရွိ ခဲ့ၿပီး ယေန႔တြင္ ေနျပည္ေတာ္သုိ႔ ေရာက္ရွိ လာျခင္း ျဖစ္သည္။ ဆင္ျဖဴေတာ္ ရတနာ ၏ အသက္မွာ (၃၈) ႏွစ္ခန္႔ ရွိၿပီး အရပ္ ၇ ေပ ၄ လက္မ ႏွင့္ လုံးပတ္ ၁ဝ ေပ ၁၁ လက္မ ရွိသည္။

ႏွစ္(၆၀)ျပည့္ ကရင့္အမ်ိဴးသားအားဇာနည္ေန ့ဂုဏ္ျပဳေတး - “ကရင္ျပည္မွာေမြးျပီး ကရင္ျပည္မွာပဲေသမည္”

ႏွစ္(၆၀)ျပည့္ ကရင့္အမ်ိဴးသားအားဇာနည္ေန ့ဂုဏ္ျပဳေသာအားျဖင့္ “ကရင္ျပည္မွာေမြးျပီး ကရင္ျပည္မွာပဲေသမည္” ဆုိတဲ့သီခ်င္းကုိ ႏုိင္ငံတကာေရာက္ ကရင္အမ်ိဴးသားမ်ားအတြက္ အထူးလက္ေဆာင္အျဖစ္ တင္ဆက္ေပးလုိက္ပါတယ္။

စိတ္၀င္စားစရာေကာင္းတဲ့ သတင္းႏွစ္ပုဒ္ပါ။ တစ္ခုက ဒီေကဘီေဘ ဗုိလ္မွဴးေစာလားပြယ္ (ေခၚ) ဗုိလ္ႏွဴတ္ခမ္းေမႊးဦးေဆာင္ေသာ တပ္မဟာ(၅)၏ ၉၀၂ တပ္ရင္းမွ တပ္သား ၆ ဦးသည္ လက္နက္ခဲယမ္း အျပည့္အစုံႏွင့္ ေကအဲန္ယူဆီ ျပန္လည္ ၀င္ေရာက္ပူးေပါင္းလာပါသည္။ သူတုိ ့ႏွင့္အတူ ပါလာေသာ လက္နက္မ်ားမွာ ဂ်ီသရီး တလက္၊ ကာဘုိင္ႏွစ္လက္၊ ေအေက တစ္လက္၊ M-16 တစ္လက္၊ RPG-7 တလက္ ႏွင့္က်ည့္ဆံအခ်ိဴ ့ႏွင့္ ဗုံးသီးမ်ားပါ၀င္သည္။

ေနာက္သတင္းတပုဒ္က ဒီေကဘီေအ တပ္မဟာ ၉၉၉ ၏ အထူးတပ္ရင္း(ဗုိလ္ကတုံးဦးစီး)မွ တပ္ခြဲ (၂) မွဴး ေစာပလုိ ႏွင့္ သူ၏ ရဲေဘာ္ (၂၅)ဦး ႏွင့္ မိသားစု၀င္ သုံးစု သည္ လက္နက္ႀကီးငယ္(၃၀) လက္ႏွင့္အတူ ဗုိလ္မွဴး ေစာလားပြယ္ဆီ သုိ ့ႀသဂုတ္လ (၆)ရက္ေန ့ေတြ ၀င္ေရာက္ပူးေပါင္းသြားျပီျဖစ္ေႀကာင့္ ကြယ္ကလူ ကရင္သတင္းစဥ္တြင္ ေဖၚျပထားပါသည္။

Karen Armies Unite to Face Threat of War

MAE SOT — For months, Burma's ruling State Peace and Development Council (SPDC) has been pressuring the Democratic Karen Buddhist Army (DKBA) to become a border guard force (BGF) under Burmese military command. Now, however, it appears that the regime's efforts have backfired.

While two senior leaders of the DKBA, Gen Kyaw Than and Col Chit Thu, have opted to join the BGF, a third, Col Saw Lah Pwe, has taken an unequivocal stand against it.

“How could I betray my people?” he asked, explaining why he decided to break away from the DKBA with some 1,500 troops under his command and join forces with the Karen National Liberation Army (KNLA), the DKBA's longtime rival, from which the group split in 1994.

Saw Lah Pwe—also known as Na Kham Mwe, or “Mr Beard”—is the commander of DKBA Brigade 5 and a battle-hardened soldier who has spent most of his life involved in an ethnic insurgency that has seen many divisions over the past six decades.

Now some of the scars of personal rivalry and religious grievances could be healed as Saw Lah Pwe vows to fight alongside the KNLA and other Karen armed groups if Burmese regime troops attack. If it comes to that, he said, two-thirds of the DKBA will rejoin the Karen struggle, and Kyaw Than and Chit Thu, who control Brigades 7 and 9 of the DKBA, “will be forced to flee the country.”

Now that Saw Lah Pwe has changed sides, hostilities could break out at any moment. On Friday morning, leaders of the KNLA and the breakaway DKBA faction held an emergency meeting in the Thai border town of Mae Sot, where the KNLA agreed to support their new allies if they come under attack.

Sitting outside one of his many bases deep inside DKBA territory, Saw Lah Pwe seemed unfazed. Smoking a cigarette through his signature black filter, he juggles telephones as one heavily armed guard arrives to replace another.

“Are they bringing more artillery in?” he asks a soldier on the front line. “You know how to defend your line. Just make sure they don't cross the line.”

As he puts down the phone, he grins and says: “We are ready.”

Saw Lah Pwe said that although he will join forces with fellow Karen, including the Karen Peace Council, another cease-fire group that has rejected the regime's BGF scheme, he will continue to fight as a DKBA soldier.

“I am a DKBA soldier and will fight for my people,” he said, waving his arms. “Even if they tell me to give them my weapons and badge, I will never hand them over. That would be like taking our bones and just leaving flesh.”

In a sign of how volatile the situation has become in the area, there were recent reports of a clash between SPDC troops and a DKBA unit that had been stopped en route to Kawkareik. Four Burmese soldiers were killed in the confrontation, which reportedly involved DKBA troops under Chit Thu's command.

In another incident on Thursday, a Burmese army convoy escorting Lt-Gen Khin Zaw to a meeting with the DKBA and Karen Peace Council to discuss the BGF proposal was ambushed by KNLA soldiers. A source in Myawaddy said claymore mines and machine guns were used in the attack, which left a number of Khin Zaw’s guards seriously injured and his three cars littered with bullet holes. Khin Zaw managed to escape and is believed to be sheltering in Kawkareik.

Although it was unknown at first who was behind the attack, the message was clear: Karen groups are reuniting and the Burmese regime is no longer welcome on the border.

Speaking to The Irrawaddy before the attack was reported, Saw Lah Pwe said he had sent a DKBA officer to the meeting to tell Khin Zaw three things: “I am not afraid to die and I am not afraid to fight; I am only afraid of betraying my people.”

Saw Lah Pwe said that the atmosphere has changed dramatically in the area under his command since he rejected the BGF plan. SPDC troops continue to patrol through his territory, but they look terrified, and communication with them has stopped completely. He said he sees most of them as spies and has taken precautions since receiving reports that Burmese troops have been ordered to capture or assassinate him. When this reporter’s escort passed 20 SPDC troops and porters, information about their location, numbers and weapons was immediately sent to DKBA Brigade 5 headquarters.

“All military posts are on high alert.
They are watching every move the SPDC makes,” he said, looking at a map showing all of the DKBA's posts and Burmese army camps. “The area around Myawaddy is the tensest at the moment. But we won’t be the first to attack.”

Fearing renewed fighting in their area, villagers were flocking past the headquarters on tractors to the Thai border. Taking all of their possessions, most of the villagers in the area had packed up their homes and were taking their children to safety. At one river close to the border, more than 100 villagers were sheltering from the rain and waiting for the Thai army to finish their patrols before crossing over to safety at night.

One villager who was on her way to the border told The Irrawaddy that in her village all 800 people had left to avoid fighting. She said they were sad about leaving their possessions behind, but everyone supported Saw Law Pwe’s decision to reject the BGF, knowing what would happen to their lives if he had accepted.

“We have all lived under the control of the Burmese army before,” she said. “If [Saw Lah Pwe] had accepted the BGF, then he would have become part of the Burmese army. We would have lost all our possessions anyway and had no peace. The Burmese army would have taken everything and used us as forced porters.”

It appears that support for Saw Lah Pwe's decision is not confined to Karen State. Halfway through his interview with The Irrawaddy, the DKBA leader received a phone call from a Buddhist abbot in Rangoon who wanted to let him know that people throughout the country are behind him.

“The BGF is not only a border issue but a problem for all ethnic groups,” Saw Lah Pwe said. “People thought that the KNLA was finished after last year's defeats, but now that the DKBA is going up against the SPDC, we are hearing reports that people in Rangoon and throughout Burma are interested in the revolution again.”

If the DKBA joined the BGF, he said, his people would lose the relative peace they have had in their region in recent years.

“We have built a nice area, with bridges, schools and a hospital. The SPDC did not help, but now they want to come and take control,” he said. “They will not bring peace but just more problems for Karen people and take everything away from us that we have achieved.”

Saw Lah Pwe said that the regime had tried, unsuccessfully, to sway him by appealing to his self-interest. As he spoke, he produced a four-page letter from Lt-Gen Ye Myint, the Burmese military intelligence chief who has been the junta's lead negotiator in talks over the BGF issue, showing that the regime had offered him a car and a monthly stipend of 200,000 kyat (US $200) in exchange for his compliance.

“But I’m not like Chit Thu and Kyaw Than,” he said, waving the letter in the air. “I am a soldier and have always fought for the people. I don’t want peace for me, I want peace for all my people.

“The other two leaders only care about their possessions, their material belongings, and not about the people. They have had a taste of business and are like fish on a hook.”

Saw Lah Pwe said that the united Karen forces have a military plan to retake control of the border, but added that international support was still important to achieve peace in the region.

“The international community must recognize that the SPDC has no intention of bringing peace to our people,” he said.

As evidence of this, he told The Irrawaddy that the Burmese army has begun moving artillery into the area near his headquarters. Soon after his interview, he left for the front line to prepare for what looks to be the beginning of a war that will pit the SPDC against an alliance of Karen armed groups who once fought each other, but who are now united and ready to fight for the Karen people.

For Karen People, but not Karen State

The Kayin Peoples Party (KPP), which was formed by ethnic Karen living in Rangoon and Irrawaddy divisions, is one of the political parties seeking to contest in the upcoming election in Burma. A striking aspect of the KPP is that its leaders are retired military and civilian officials. The party's chairman, Saw Htun Aung Myint, once served as a colonel in the Burmese Navy, and its secretary general, Saw Say Wah, is a former police colonel.

In a recent interview with Htet Aung, chief reporter of The Irrawaddy's election desk, Saw Say Wah expressed hope for a free and fair election and explained why his party would be staying out of the polls in Karen State.

Question: Your party's national policy states the importance of transforming the current political and economic conditions, including the country's administration. But your party also said that the things which need immediate attention are national stability, rule of law and the basic welfare of the public. What do you mean by national stability?

Answer: The wide social gap has adversely affected the country's stability and harmony. What I wish to say is, we have lost peace because we have lost unity. The development gap between different regions is one of the causes of these things. We also need to resolve ethnic conflicts.

Q: In what particular ways would your party handle the conflicts in Karen State, where some groups have reached a cease-fire agreement with the government and some have not?

A: Our party is not a well-established party yet. It is in the process of building itself. We are just sketching out our party's policies. While we were government employees, we were faithful to the government as individuals. At this point, too, we will work toward the country's development. Having said that, ethnic conflicts on the border are unavoidable issues. But now we are in no position to handle these problems—the capacity to do that is still beyond our reach. Once we have strengthened ourselves, we will cope with these issues gradually.

Q: What is your view of the government's plan to change armed cease-fire groups into border guard forces?

A: We need to take a balanced view of that. Since the country must have a single army in accord with the [2008] Constitution, the government wants to have all armed groups under its administration. But on the other hand, it seems that they [Karen armed groups] will not disarm themselves until and unless they are assured of winning a uniform economic, political and social standard. Some groups may, for many different reasons, choose to give up their arms without achieving this goal, while others will not. So it will take time to resolve these issues gradually in a political way.

Q: While some Karen live in cities, most make their living as farmers in rural areas. What is your party's economic policy, and how will it help the rural population?

A: Our country would be better off under a full-blown market economy. Equality of rights is also an important principle. That's our party's basic policy.

Q: The government claims that Burma has had a market economy for the past 20 years. Are you satisfied with current economic conditions? Which parts of the economy do you think are weak?

A: In our view, the market economy is not fully developed. It has been based on favoritism towards certain groups. The rules don't apply the same way to everyone, so equal opportunities and equal freedom have been lacking.

Q: Do you mean that we should be able to do business as freely as our own capacity and financial means allow?

A: Not exactly. If we give capitalists completely free rein, then the poor will be left behind. We also need to consider the needs of workers and farmers.
We will need a balance.

Q: In its party platform, the Union Solidarity and Development Party (USDP), led by Prime Minister Thein Sein, says that it will uphold “the right of farmers to work on their farmland,” but says nothing about their right to own their land. This suggests that the government will remain the landowner. What is your party's view on this issue?

A: Most Karen are farmers, so they want this issue of ownership to be made much clearer. Only with a clear sense of ownership will farmers have an incentive to increase their productivity. Without real ownership, the farmers may find themselves in difficult straits, since the government can distribute or confiscate lands at its own discretion. That's why our party's policy on this issue is that farmers should have a right to own their farmland.

Q: As part of the development of Burma's market economy, wealthy businessmen have started expanding into the agricultural sector. With their large financial assets, they have acquired farmlands to grow cash crops. Eventually, they will be able to monopolize the whole agricultural sector. What are your views on this situation?

A: The state wants to develop mechanized farming. But that has not succeeded yet because, as you know, most farmers are poor. We must encourage mechanized farming and simultaneously make sure that those who continue to use traditional farming methods don't have their land confiscated.

Q: How many Karen people live in Burma? And which parts of the country are they living in? Will your party only run in areas with large concentrations of Karen? Which major parties will you have to compete with in the election?

A: There is an estimated population of 8 million Karen in Burma. We can say 10 million if we include mixed Karen intermarried with people from other ethnic groups. An estimated number of more than 55,000 Karen, which is 0.1 percentage of country's population, are living in Rangoon, Irrawaddy, Pegu and Tenasserim divisions and Mon State. As a minority right [granted by the Constitution], we will have a Karen member of parliament [for Karen affairs] in those areas.

So we will desperately try to win seats in those areas which are crucial for the interests of Karen people. Our second priority is to win seats in the state and regional parliaments. But we will not run for seats in Karen State, where the situation remains complex due to border issues and armed ethnic issues. Our main competitors will be the USDP and the National Unity Party (NUP).

Q: The USDP is headed by the prime minister and several other ministers. During tours with government responsibilities, they are also rallying public support for their party. Some people complain that they should resign from their government posts and conduct campaigns at the same level as other political parties. What is your view on this?

A: We are not worried about that. From the very outset, this has been designed to maintain the government's control on power. They [the regime leaders] want to make a transition which suits them. We understand that. But if there is some sort of dishonesty in the election, the public will make its own judgments. If we do our best for the public, they will give us their support.

Q: Your party's leaders are mostly living in Rangoon and Irrawaddy divisions. How did they unite with each other and form a party?

A: It has taken us six years to set up a party. We started out as the Karen Development Committee, which is not, however, a legal entity. It was set up as a social organization for Karen people. From the outset, we knew that we wanted to form a political party if this kind of opportunity arose. Shortly after the endorsement of the 2008 Constitution, we had a discussion among ourselves. Mostly those from Rangoon participated in the discussions. After nearly 60 meetings, we were able to form a party.

Q: What message do you want to give to voters as a representative of the Kayin People's Party?

A: I wish to express my hope that we will have a free and fair election. We want to tell the public not to engage in advanced voting, which is not in their control. We also wish to tell people not to avoid voting, which can be problematic [for us]. So please make the right choice for the right person. That's our message to the people.

The Burmese government has attempted to sweeten relations with a renegade Karen commander by offering him money and property in exchange for his pledge to transform into a Border Guard Force.

An official in Na Kham Mwe’s unit of the Democratic Karen Buddhist Army (DKBA) said that military officials had offered the breakaway commander 20 million kyat (US$20,000) and houses and cars if he agreed to transform his Brigade 5 into a border militia.

Na Kham Mwe has allegedly left the DKBA and is now sheltering in territory belonging to the opposition Karen National Union (KNU), whom the DKBA split from in 1994. Burmese troops are now reportedly hunting him.

Other DKBA commanders have signed the border guard agreement, which will see troops assimilated into the Burmese army. Na Kham Mwe has long been seen as a more moderate voice within the pro-government DKBA, and it appears he may rejoin the KNU.

Rumours are circulating that Burmese troops are stepping up preparations for an attack on Na Kham Mwe’s territory. The Brigade 5 official said that soldiers equipped with heavy weapons were last night seen heading to the area in eastern Karen state.

“When I went to the villages in the area this morning, I found out that all the residents had fled,” he said. “Myawaddy [close to the Thai-Burma border] was restless last night. I guess the fight will break out tomorrow or the day after tomorrow.”

Seven DKBA troops yesterday defected to the KNU amid talk of an attack on Na Kham Mwe’s unit by a staunchly pro-junta faction within the DKBA.

An intelligence directive received by DVB last week that was sent by senior Burmese army officials to troops in Karen state ordered the capture of Saw Hla Bwe and increase of surveillance on civilians in towns close to DKBA territory.

ကရင္အလံမ်ားကို ျဖဳတ္သိမ္းရာတြင္ ကရင္ျပည္နယ္၊ ျမ၀တီၿမိဳ႕အျပင္ ေကာ့ကရိတ္၊ ဖားအံၿမိဳ႕မ်ား၌လည္း လုပ္ေဆာင္လွ်က္ ရွိေၾကာင္း အမည္မေဖာ္လုိသူ ေကာ့ကရိတ္ၿမိဳ႕ခံတစ္ဦးက ေျပာသည္။ “ဟုတ္တယ္။ ေကာ့ကရိတ္မွာလည္း ဒီေကဘီေအ၊ ၿငိမ္းခ်မ္းေရးေနရာေတြက ကရင္အလံေတြကို ျဖဳတ္္ခိုင္းထားတယ္။”ဟု ဆိုသည္။

(၉၉၉)ဂိတ္မွ ဒီေကဘီေအတစ္ဦးက “ကိုယ့္ဂိတ္မွာ ရွိေနတဲ့ ကရင္အလံကို လာျဖဳတ္လိုက္တာကို ျမင္ရတာ က်ေနာ့္ရင္ထဲမွာ ဟိုး ဘိုးဘြားဘီဘင္က ရွိထားခဲ့တဲ့အရာတစ္ခုကို လာဆြဲႏႈတ္လိုက္သလိုပဲ။”ဟု အသံတုန္ျဖင့္ ေျပာသည္။

ကရင္အပစ္ရပ္အဖြဲ႔မ်ားတြင္ တိုးတက္ေသာ ဗုဒၶဘာသာ ကရင္အမ်ဳိးသားတပ္မေတာ္ (ဒီေကဘီေအ)၊ ကရင္ၿငိမ္းခ်မ္းေရး ေကာင္စီ၊ ေဟာင္သေရာအထူးေဒသ၊ ဘုရားကုန္းၿငိမ္းခ်မ္းေရးအဖြဲ႔၊ သံေတာင္အထူးေဒသ စသည့္အဖြဲ႔မ်ား ပါ၀င္သည္။

ယင္းသို႔ ကရင္အလံမ်ားကို ျဖဳတ္ခိုင္းျခင္းသည္ နအဖ တပ္ဖက္ဆိုင္ရာ အရာရွိမ်ား လာေရာက္မည္ျဖစ္သည့္အတြက္ အလံကို ယာယီခ်ထားခိုင္းျခင္းသာျဖစ္သည္ဟုလည္း ၿငိမ္းခ်မ္းေရးေကာင္စီဂိတ္မွ အဖြဲ႕၀င္တစ္ဦးက ေကအုိင္စီကို ယခုလို ေျပာသည္။

“အလံကိုျဖဳတ္ခိုင္းတာ မဟုတ္ဘူး။ လူႀကီးလာမယ္ဆိုလို႔ အလံကို ခဏခ်ခိုင္းထားတာ။ ဒီေန႔လည္ပဲ စအဖ အမည္နဲ႔ ကိုယ္စား လွယ္ေတြက ဂိတ္ေတြကို လိုက္ေျပာေနတာ။ တခ်ဳိ႕ဂိတ္ေတြ မခ်ေသးပါဘူး။ က်ေနာ္တို႔ ၿငိမ္းခ်မ္းေရးေကာင္စီဂိတ္ျဖစ္တဲ့ ေက်ာက္ဖ်ာဂိတ္ကေတာ့ လူႀကီးလာၾကည့္မယ္ဆိုလို႔ အခုေတာ့ အလံခ်ထားပါတယ္။”ဟု ဆိုသည္။

နယ္ျခားေစာင့္တပ္ကို လက္မခံသည့္ ဗိုလ္မွဴးႀကီးေစာလားပြယ္တပ္ဖြဲ႕မွာ တပ္မွဴးတစ္ဦးက “ဒါကေတာ့ သူတုိ႔ကံၾကမၼာ သူတုိ႔ ဖန္တီးမွာပဲေလ။ ေစာဘဦးႀကီးေျပာသြားလုိပဲ ကရင့္ကံၾကမၼာ ကရင္ဖန္တီးမယ္ေလ။ က်ေနာ္တုိ႔အေျခစုိက္တဲ့ေနရာကိုေတာ့ က်ေနာ္တုိ႔ရဲ႕ အမ်ဳိးသားအလံေတာ္ကို အၿမဲတမ္း စုိက္ထူသြားမယ္။”ဟု ေကအိုင္စီကို ေျပာသည္။

ယခုလ ၃ရက္ေန႔ကလည္း အပစ္ရပ္အဖြဲ႔အစည္းမ်ားကို ၿမိဳ႕တြင္း ၀င္ထြက္သြားလာပါက ယူနီေဖာင္းမ၀တ္ရန္၊ လက္နက္မ်ား ကိုင္ေဆာင္မသြားရန္ႏွင့္ မိမိတို႔တပ္စခန္းအတြင္း၌သာ လက္နက္ကိုင္ေဆာင္ရန္ စစ္တပ္မွ ၫႊန္ၾကားထားမႈမ်ား ရွိခဲ့သည္။

ကိုယ္တိုင္ျမင္ေတြ႕သူ အမ်ဳိးသမီးတစ္ဦးက “ဗ်ဴဟာ႐ံုးလုပ္ထားတဲ့ ဗုိလ္မုတ္သုန္အိမ္မွာ စစ္သားေတြက ၀င္ေနေနတာ ၃ရက္ ေလာက္ေတာ့ ရွိၿပီ။ အျခား ဒီေကဘီေအကားေတြကလည္း တစ္စီးၿပီးတစ္စီး သူ႔လူေတြကို အျပည့္တင္လာၿပီး တစ္ေယာက္ ခ်င္းလက္မွတ္ထိုးတာေတြ လုပ္တယ္ေလ။ ကာယကံရွင္(ဗိုလ္မုတ္သုန္)ကိုေတာ့ သူ႔ဂိတ္ေတြမွာ ေတြ႕တာပဲ။”ဟု ေျပာသည္။
