1993: Junta draft the constitution—Hand-picked delegations—It took 14 years
2008 May: Cyclone Nargis struck Burma—250, 000 died & 2.5 million homeless—Adopt the constitution unilaterally Aung San Suu Kyi, Democratic and Ethnics groups say—
NO ! WHY ???
